Blue-Green Development in Kiribati: Sustainable community-based development for climate and pandemic resilience

Small island developing states in the Pacific face particular challenges due to their remoteness in the Corona pandemic and in adapting to the impacts of climate change. To reduce dependence on external supplies and services, the project is developing new strategies that combine new sources of income, ecosystem and coastal protection, as well as food security. To this end, it supports two urban local councils to develop, adopt and initiate the implementation of plans improving the resilience towards climate change and COVID (Climate Covid Resilience Plans). This promotes inclusive and sustainable community-based development in line with national policies and programmes. The implementation through traditional governance systems will demonstrate how increased participation and collaboration at all levels of government and society accelerates sustainable development.

State of implementation/results

  • Key Meetings     
    • CLGF Pacific led the Inception Mission (01 - 02.2023), where the President expressed his support at a state dinner and welcomed a project presentation. The President’s support joins that of several ministries, Betio Town Council (BTC), Teinainano Urban Council (TUC), and local communities for integrated multilevel governance, women’s empowerment, livelihood promotion, training and planning, conducted via KiLGA and CLGF Pacific-led workshops.
    • The second Project mission in July 2023 validated planning with BTC communities and expanded implementation to TUC communities.
  • Project Coordination
    • The project works with local initiatives and is connected to the National Development Committee (NDC) via joining the Kiribati National Expert Group for Climate Change and Disaster Risk Management (KNEG) under the Office of the President. The KNEG plays a crucial role ensuring different climate change projects fit with the country's overall mission.
    • Established in February 2023, the Steering Committee includes the Ministries of Internal Affairs, Fisheries and Marine Resources Development, and Environment, Lands, and Agriculture Development, with the KNEG Chair as chair per the President’s recommendation.
  • Exchange Events
    • CLGF Pacific presented the project at a EAROPH Climate Justice Workshop in Cairns, Australia (25-27.04.2023), leading to the Yidinji Declaration In Favor of An Indigenous Climate Justice Charter (which she co-drafted), shaping Pacific SIDS engagement at the Sixth Pacific Urban Forum, Asia-Pacific Urban Forum, COP28, and 12th World Urban Forum.
    • The project will begin further cooperation with Local2030 Islands Network after ICLEI became a member in August 2023.
    • CLGF Pacific, ICLEI Oceania, and KiLGA planned and actively participated in the Sixth Pacific Urban Forum in Suva, Fiji (05-07.09.2023), co-hosted by the Pacific Urban Partnership and Pacific Islands Forum Secretariat. It aimed to develop action plans and provide recommendations for urbanization strategies aligned with the Pacific New Urban Agenda (PNUA). The project partnered with various national, regional and international organizations (including Global Covenant of Mayors, Local2030 Islands Network, and UN-Habitat). A side event ‘Local Economic Development in the Pacific Islands: How to establish green and blue economies‘, chaired by Dr. Jane Stanley with Maiaa Iona (KiLGA CEO) as panelist, showcased the project and Kiribati’s local climate change efforts.
    • IKI Kiribati is joining the ICLEI 2023 Daring Cities Virtual Forum (22.09.2023) as part of the side event “Building resilience in Small Island Developing States: Community-centered approaches” under ICLEI’s Frontline Initiative. Daring Cities is supported by major contributions and support from the Federal City of Bonn, the Federal State of North Rhine-Westphalia (NRW), the Foundation for International Dialogue of the Savings Bank in Bonn, and the German Federal Ministry for Economic Cooperation and Development (BMZ).
